Neale Massie, 42, handed criminal behaviour order and £200 fine after street drinking offences in Haverhill
A ‘prolific’ street drinker with a history of ‘disruptive and aggressive’ behaviour has been handed a criminal behaviour order and fined £200.
Neale Massie, 42, of no fixed address but from the Haverhill area, was handed the order on Wednesday after police submitted an application at Suffolk Magistrates' Court in Ipswich.
Under the terms of the criminal behaviour order (CBO), Massie is prohibited from carrying alcohol — opened or unopened — or consuming it in any public place in Haverhill.
He also must not join or remain in any group of three or more people.
Breaching a CBO is a criminal offence which carries a maximum penalty of five years in prison or a fine.
The order comes as part of a wider police crackdown on street drinking in Haverhill town centre.
In the past three months, officers have issued eight Community Protection Warning letters.
A total of five individuals went on to breach conditions resulting in arrestable Community Protection Notices (CPNs).
Massie breached his CPN on five occasions, as well as the public spaces protection order (PSPO) against drinking in public.
He was convicted in court on August 20 and fined £200.
PC Jack Oakley, who applied for the CBO and gave evidence in court, said: “Massie has been a prolific offender for a significant time in Haverhill with his disruptive and aggressive behaviour having a detrimental impact.
“The imposed conditions are designed to limit his opportunity to commit further offences.
“I am really pleased with this result which demonstrates our commitment to tackle these problems robustly. It is very positive news because it gives officers the power of arrest without the need for a substantive offence should he breach the order.”
