Ipswich property at 5 Coniston Square East could become managed children’s care home under plans




A home in Ipswich could soon be used to care for children aged 11 to 17 who have experienced behavioural, emotional or social difficulties.

Chima Philip, of Harlow, has submitted a change of use application to Ipswich Borough Council, seeking to turn 5 Coniston Square East into a managed children’s home.

If approved, the home would be staffed 24/7 and cater for three young people.

They would attend school during the day and visitors – either social workers, relatives or other support professionals – would attend via appointment only once or twice per month.

The applicant said the home would cater to young people aged 11 to 17, of mixed gender, who have experienced behavioural, emotional or social difficulties or a breakdown in family life.

It would provide opportunities for them to reach their full potential, they said.

The property’s four bedrooms would remain – one for staff and three for the children.

Planning documents said: “The intention if that the home would function in a way similar to a typical family household associated with a four-bedroom dwelling.”

During the day, the children would attend school and two staff would be on site.

For evening duty, one carer would be on a waking watch while another slept.
